Norway Notifies Utsira Nord Support Scheme to ESA

Milestone for floating offshore wind announced live at WindEurope Copenhagen.
At the Team Norway reception during WindEurope, State Secretary Astrid Bergmål broke the news:
The Norwegian government has officially submitted its notification of the Utsira Nord support scheme to ESA.
– I thought I'd make it a tradition to bring news with me to WindEurope. And this year is no differenct, said Bergmål.
Three Project Areas will be Awarded
In a press release issued a while later, we see that in the notification, the Ministry outlines a model where the allocation of project areas and state aid takes place in two steps, with a maturation phase in between.
Three project areas will be awarded in a competition based on objective and non-discriminatory qualitative criteria.
After a maturation period of approximately two years, the entities awarded project areas will have the opportunity to participate in an auction for state aid.
The auction will be designed so that one project can receive support for a capacity of 500 MW. The winner of the auction will be the entity that requires the least amount of state aid to realize its project. The Norwegian Parliament has set the upper financial limit for state aid at NOK 35 billion. The support will be provided as investment aid.

Opened Team Norways Pavilion
– This is the kind of momentum the industry needs, it builds confidence, and it shows that Norway intends to stay in the game, said Thea Båtevik from GCE Ocean Technology as she heard the news from Bergmål delivered from stage.
Earlier this week, Bergmål also opened the Norwegian pavilion at WindEurope – home to a broad delegation of companies, clusters and developers including GCE Ocean Technology.
WindEurope 2025 brings together over 15,000 participants, 550 exhibitors and 350 speakers.
